What the Baiji Taught Conservation

The Yangtze bends hard near Tongling, in Anhui province, cutting through a stretch of side channels and shallow lakes that fishing families have worked for generations. In May 2002, someone on the water pointed a camera at a grey shape breaking the surface and caught it clean: a Baiji, alive, moving through water it had shared with people for thousands of years. No one who saw that photograph knew it would be the last confirmed record of a living Baiji in the wild.
Two months later, in July, Qi Qi died. He was the only Baiji living in captivity, housed at the Wuhan Institute of Hydrobiology since 1980, and his death closed the species' last visible chapter before the long silence that followed.
The Baiji's extinction taught conservation biologists two hard lessons: legal protection without enforcement does not work, and waiting until a species is down to a handful of individuals is usually too late. Both lessons reshaped how China now manages its other Yangtze cetacean, the finless porpoise. Rather than relying on paper reserves, biologists moved porpoises into managed, semi-natural habitats years before their population collapsed, a strategy that led to the first successful release of captive-raised porpoises back into the wild Yangtze in 2024.

Why protection on paper wasn't enough
The Baiji's population was estimated at around 6,000 animals in the 1950s. By the 1980s that number had fallen to roughly 400. A dedicated survey in 1997 counted just 13. The decline came from entanglement in fishing nets and rolling hooks, electrofishing, propeller strikes from the thousands of boats using the river as a shipping corridor, and habitat lost to dam construction and industrial growth along the banks. China had passed protections starting in the late 1970s, including fishing bans in certain stretches and a series of river reserves. None of it held. The regulations were nearly impossible to enforce on a river carrying much of the country's freight traffic, and reserves cannot contain an animal that swims wherever the current takes it.

The test case downstream
The Yangtze finless porpoise faces the same fishing pressure, the same boat traffic, the same vanishing habitat the Baiji did. This time, China did not wait for laws to fail first. Biologists captured a founder population of porpoises and moved them into a semi-natural oxbow lake reserve at Tian-e-Zhou, sealed off from the mainstem's traffic, where they bred on their own with light management. By 2024, that population was healthy enough to attempt something new: releasing two ex-situ raised porpoises back into the wild river. Within three days they had joined a local group, and follow-up monitoring recorded no deaths. It is the first time a release like that has worked for a small cetacean, and the Baiji is the reason biologists moved early instead of waiting to see what happened.

The forgetting problem
Researchers studying Yangtze fishing communities found something that had nothing to do with biology. Older fishermen remembered the Baiji as a common sight through the 1970s. Younger fishermen working the exact same stretch of river had no memory of the species ever being there. Conservation scientists call this shifting baseline syndrome: each generation accepts a diminished river as normal, because it never knew the version that came before. It is part of why an animal can vanish from a river system without anyone sounding an alarm until it is already gone. The pattern shows up often enough in the Baiji's case that conservationists now cite it when making the case for the vaquita, the small porpoise in Mexico's Gulf of California down to roughly a few dozen individuals. Being large, familiar, and legally protected guarantees nothing. What this means on the water: decline rarely announces itself. The Baiji was still turning up in scattered sightings through the 1990s, still swimming past boats and fishing weirs, right up until it wasn't. Whoever is out there watching a river, a coastline, a flyway, is the closest thing a species like this has to an early warning system. The animals that are still common are the ones worth watching hardest, not the ones already gone.
We think about the Baiji as a warning built into the record, not a tragedy to file away. It is the reason a porpoise living in that same river has a real chance now, and the reason researchers keep watch on rivers and coastlines long before a species gets rare enough to make headlines. Attention, applied early and applied often, is still the best tool conservation has.
